Sen. Lito Lapid Backs Suspension of ‘No RFID, No Entry’ Policy on Luzon Tollways

Senator Lito Lapid has expressed full support for the decision of Department of Transportation (DOTr) Secretary Vince Dizon to suspend the implementation of the “No RFID, No Entry” policy by two toll concessionaires on expressways in Luzon.

Lapid emphasized the need for a unified RFID system across all tollways to streamline travel and reduce congestion for motorists. He urged the Toll Regulatory Board, DOTr, and toll operators to work together in developing a single RFID system for faster and more convenient transactions.

A Pampanga native and frequent traveler on the North Luzon Expressway (NLEX), Lapid highlighted the common issues faced by motorists, including faulty RFID readings despite having sufficient load and difficulties in monitoring balance.

“In our observations, the existing RFID systems are not fully compatible, leading to frequent scanning failures at toll gates. Many motorists also struggle with insufficient balance because they cannot easily check their remaining load before exiting,” Lapid stated.

He called for a modernized and standardized RFID system to improve efficiency and eliminate technical issues at toll gates.

“It’s time to implement a more advanced and unified RFID system that will provide a seamless experience for motorists and prevent unnecessary delays,” Lapid added.

The senator also criticized the cashless-only toll collection policy, labeling it “anti-poor” and unfair, especially when penalties are imposed on motorists who lack RFID or sufficient load.

“Motorists end up paying double if they run out of load without knowing it and are forced to pay in cash,” Lapid pointed out.

Lapid commended Secretary Dizon for suspending the policy, which he described as a regulation that lacked proper consultation with affected stakeholders and disproportionately burdened ordinary motorists.

The cashless toll collection system, which was supposed to be enforced by Autosweep and Easytrip on South Luzon Expressway (SLEX) and NLEX starting March 15, will now be put on hold following the DOTr’s directive.
