Cayetano Assures Continuous Senate Operations Amid Leadership Transition

Senate President Alan Peter Cayetano assured the public that work in the Senate will continue uninterrupted despite the recent change in leadership, as the chamber successfully passed two priority measures on Third Reading during his second day as Senate chief.

During the Senate session on Tuesday, May 12, 2026, Cayetano emphasized that the ongoing reorganization of Senate committees would not stop existing hearings, bicameral conference meetings, and other legislative work from proceeding.

“The only things that are technically on hold are new hearings and the sponsorships on the floor pending designation of chairmen,” wika niya.

According to Cayetano, he is expected to convene an all-Senator caucus soon to finalize committee assignments and address pending legislative measures.

The Senate President explained that under Senate rules and traditions, committees may continue functioning even without newly designated chairpersons, particularly for hearings and deliberations already underway.

He also stressed the importance of preventing delays in legislative work, especially for bills that have gained support from both the majority and minority blocs.
Cayetano further assured that the momentum behind ongoing measures would not be wasted.

“Technically, you can. It’s just a matter of the majority leader, and the new majority would like that on the floor at the moment,” wika niya.
Amid concerns following the leadership transition, Cayetano reiterated that the Senate remains fully operational and continues to address measures that directly affect the public.

Among the measures approved on Third Reading were Senate Bill No. 1894, which seeks to strengthen the Universal Access to Quality Tertiary Education Act, and Senate Bill No. 1966, which aims to institutionalize the Assistance to Individuals in Crisis Situations (AICS) program of the Department of Social Welfare and Development.
