MANILA — Despite the Philippines maintaining its Tier 1 status in the 2025 U.S. State Department Trafficking in Persons (TIP) Report for the 10th straight year, anti-trafficking advocates are warning against complacency as technology-enabled crimes continue to evolve faster than traditional law enforcement measures.

The International Justice Mission (IJM) stressed in a related online post that while the country’s continued top-tier ranking reflects progress, significant gaps remain in combating trafficking, particularly with the growing use of technology in criminal operations.

The 2025 TIP Report, released by the U.S. State Department’s Office to Monitor and Combat Trafficking in Persons, recognized the Philippine government for consistently meeting the minimum standards in eliminating sex and labor trafficking. It also noted that penalties imposed for trafficking offenses remain “sufficiently stringent.”

However, the report identified key weaknesses that continue to hinder anti-trafficking efforts.

“The lack of a centralized database tracking illegal recruitment and human trafficking hindered the government’s efforts to prevent trafficking and hold traffickers accountable,” the report stated.

The report highlighted investigative work led by the National Bureau of Investigation (NBI) and the Philippine National Police (PNP), while the Department of Justice pursued cases through 25 interagency anti-trafficking task forces.

Despite these gains, IJM noted that technology-based exploitation continues to pose a major challenge.

According to a 2022 prevalence study conducted by IJM in partnership with the University of Nottingham Rights Lab, nearly half a million Filipino children — approximately one in every 100 — were estimated to have been trafficked to produce child sexual exploitation materials for profit.

The study emphasized that addressing modern trafficking threats requires stronger collaboration and technological advancement.

“The path forward requires continuous technological innovation and collaborative efforts, including among technology companies, law enforcement, and anti-trafficking experts,” the study said.

It further emphasized that artificial intelligence can serve as a critical weapon in the fight against trafficking if used responsibly.

“Prioritizing victim protection and technological accountability, we can leverage AI as a powerful tool in combating human trafficking, transforming potential threats into strategic opportunities for intervention to reduce risks, address vulnerabilities, and prevent the crime,” it added.

The study also noted how traffickers increasingly exploit digital platforms and online communication channels to expand commercial sexual exploitation and sex trafficking activities, including offenses involving children.

Artificial intelligence presents both opportunities and risks. While criminal groups reportedly use AI to make exploitation operations more scalable and harder to detect, the technology also offers significant capabilities for law enforcement and anti-trafficking organizations.

AI-powered systems can monitor harmful online content in real time, support multilingual awareness campaigns, identify suspicious patterns in digital activity, and assist authorities in processing online evidence and trafficking-related data more efficiently.

As emerging threats continue to evolve, experts said maintaining the country’s Tier 1 ranking will require stronger adaptation, particularly in addressing technology-enabled crimes and vulnerabilities involving migrant workers.

Data further shows that Asia accounts for an estimated 59 percent of global human trafficking victims — around 29.3 million people — driven by forced labor, sexual exploitation, forced marriages, and expanding cyber scam syndicates that exploit trafficked workers.

Recent developments have also raised concerns over transnational criminal activities involving the Philippines.

American fugitive Herbert Leon Kimble, who was included in the FBI’s “Most Wanted Fraudsters” list, was recently arrested in the Philippines and returned to the United States to face charges linked to a US$1.2 billion healthcare fraud conspiracy.

Reports stated that Kimble pleaded guilty to fraud on April 4, 2019, but failed to appear for sentencing on Oct. 7, 2024, resulting in the issuance of a warrant for his arrest.

Acting Attorney General Todd Blanche said, “Fleeing the United States does not mean you can flee justice. Instead of facing accountability for his $1.2 billion Medicare fraud crimes in the United States, Kimble fled to the Philippines hoping to escape justice.”

Authorities said Kimble’s arrest, along with the ongoing search for three Filipino-Americans also listed among wanted fugitives, has renewed discussions regarding border security and the need for stronger monitoring systems.

The Bureau of Immigration (BI) earlier stressed that the Philippines needs a comprehensive nationwide border security system utilizing artificial intelligence, biometrics, and real-time monitoring technologies beyond the Ninoy Aquino International Airport.

BI Spokesperson Dana Sandoval said the proposed Civil Aviation and Immigration Security Services (CAISS) project aims to establish a fully integrated security network across major airports, seaports, and border stations nationwide.

The proposed P10.74-billion Public-Private Partnership initiative would include facial biometric contactless systems compliant with United Nations International Civil Aviation Organization standards, criminal record searches, and deception detection technology — all at no cost to the government.

Sandoval emphasized that the technology is already available and could significantly strengthen the country’s ongoing efforts against human trafficking while helping the Philippines keep pace with neighboring ASEAN countries and global security standards.
