Top Regional Most Wanted CTG Leader Falls in Masbate Counterinsurgency Operation

Philippines — Law enforcement authorities scored a major victory in the fight against insurgency with the arrest of alias “Jake/Gerome,” the Number 1 Regional Level Most Wanted Person (MWP) of Police Regional Office 5 for the 3rd Quarter of 2025 and a listed member of the Communist Terrorist Group (CTG).

On August 5, 2025, personnel from the 94th Special Action Company (94SAC), 9th Special Action Battalion, provided tactical support to the Criminal Investigation and Detection Group (CIDG) Masbate Provincial Field Unit, in coordination with other Philippine National Police (PNP) units and the Philippine Army. The joint counterinsurgency operation took place in Barangay Cawayan Exterior, Masbate City, leading to the suspect’s capture.

The suspect was identified as a PSR-listed CTG member operating under the remnants of the Kilusang Larangang Guerilla North of the dismantled Sub Regional Committee 4, Bicol Regional Party Committee. He was wanted for multiple serious crimes, including:

Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity, Murder, and Attempted Murder (Warrant dated August 6, 2021, RTC Branch 48, Masbate City)

Murder (Warrants dated February 2, 2022, and February 16, 2021, RTC Branch 44, Masbate City)

Frustrated Murder (Warrant dated January 14, 2022, RTC Branch 47, Masbate City)

Attempted Murder (Warrant dated June 29, 2021, RTC Branch 46, Masbate City)

Following the arrest, CIDG Masbate PFU took custody of the suspect for documentation and further legal procedures.

Authorities hailed the operation as a testament to the intensified efforts of the PNP, in close coordination with the Armed Forces of the Philippines, to dismantle remaining communist terrorist networks and strengthen peace and security in the Bicol region.
