Iginiit ni Senate Minority Leader Alan Peter Cayetano nitong Martes na isa sa pinakamabisang paraan para maibsan ang lumalalang siksikan sa mga pampublikong ospital ay ang pagtatayo ng mas maraming health facilities sa komunidad.

Sa organizational meeting ng Senate Committee on Health and Demography nitong September 23, 2025, inamin mismo ng Department of Health (DOH) na umabot na sa 136% ang occupancy rate ng mga ospital sa buong bansa.

Ang malala pa, ayon sa DOH, mahigit 118,000 ang authorized bed capacity pero nasa 28,000 lang ang aktuwal na nagagamit, kaya kulang ng halos 90,000 na kama.

Giit ni Cayetano, maraming pasyente ang napipilitang dumiretso sa ospital para sa mga simpleng sakit o preventive services na puwede namang tugunan sa barangay level.

“It can help ease the burden on patients who would otherwise need to travel to distant hospitals for basic treatments or consultations,” wika niya.

Isinusulong ng senador ang Super Health Centers in All Cities and Municipalities Act (SB 420) na nag-aatas na dapat may 24/7 health facility sa bawat lungsod at bayan para sa outpatient services, gamot, bakuna, at preventive care.

Kasabay nito, itinutulak din niya ang Health Centers in All Barangays Act (SB 421) na nag-oobliga sa bawat barangay na magpatayo ng sariling health center sa loob ng tatlong taon. Sa tala ng DOH, nasa 26,500 lang sa 42,011 barangay sa bansa ang may health center kaya higit 15,000 komunidad ang kulang sa pangunahing serbisyong medikal.

“As the saying goes, prevention is better than cure. Chronic medical conditions can be prevented through accessible healthcare and early detection. This underscores the importance of investing in making primary healthcare accessible, available, and affordable,” ani Cayetano.

Bilang patunay, inihalimbawa ni Cayetano ang tatlong Super Health Centers sa Taguig City na 24/7 ang operasyon.

“Taguig is proof that it works. Kung kaya sa Taguig, we should do it in all our barangays, cities, and municipalities” wika niya.

Kabilang ang dalawang panukalang batas na ito sa priority bills ni Cayetano ngayong 20th Congress.
