Cayetano Warns of “Systematic Attack” on Senate Amid Flood Control Scam Probe

Senate Minority Leader Alan Peter Cayetano on Thursday warned of what he described as a “systematic attack” on the Senate, following a string of controversies hurled against several senators amid an ongoing investigation into the alleged multibillion-peso flood control scam.

Cayetano said the attacks appear to be part of a coordinated effort to “distract and mislead” the public from the corruption probe.

“You can see it in the context of the flood control issue — some of us are clearly being targeted,” Cayetano said. “It’s big news: ‘Philippine senator this, another senator that.’ It’s a distraction meant to draw us away from the real issue.”

When asked who he believes is behind the alleged attacks, Cayetano said there appears to be “a mastermind,” though likely not a single person.

“I don’t think there’s just one mastermind. I think it’s a group of people who came together — maybe stumbled into it. We have some ideas, but we’d rather let the evidence speak for itself,” he explained.

The senator also linked the alleged attacks to last year’s controversial people’s initiative to amend the 1987 Constitution, which, according to him, sought to weaken or even abolish the Senate to pave the way for large-scale corruption.

“We all know that while this People’s Initiative was being pushed, this scam was being built — not just in flood control, but in other areas too. They’re now surfacing one by one,” he said.

The initiative, which proposed that the Senate and House of Representatives vote jointly on constitutional amendments, was strongly opposed by senators, who argued it would effectively dissolve the Senate’s independent voice given the much larger number of congressmen.

Cayetano called on Senate President Vicente Sotto III to defend the institution from coordinated attacks and misinformation campaigns aimed at discrediting the Senate and its members.

“If this happened to Risa Hontiveros or Ping Lacson, even as a member of the Minority, I would still stand by them,” he said. “There’s a systematic attack on the Senate. The Senate President is not only the father of the Majority — he is also the father of the entire institution. When the Senate itself is attacked, the whole institution suffers.”

He urged the Senate Blue Ribbon Committee to stay focused on the flood control corruption probe and pursue those behind the scheme.

“Eyes on the ball,” Cayetano said. “Both the administration and opposition must unite — identify and charge the masterminds, recover the money, and reform the system.”
