Cayetano: K-12 Reform Failed Due to Lost Focus, Poor Funding, and Corruption

Senate Minority Leader Alan Peter Cayetano criticized the government’s K-12 education program, calling it a clear example of how good ideas can lose direction and fail when not properly funded and implemented.

In the latest episode of his vlog “CIA 365 with Kuya Alan,” Cayetano said that while the K-12 program began with the right intentions, it was not supported by sufficient resources to achieve its goals.

“Maganda ang intensyon, maganda ang K-12. Pero ang problema, hindi pinondohan nang husto ng gobyerno,” Cayetano said.

The senator recalled that he was among those who initially opposed the K-12 program, warning that the government lacked the financial capacity to sustain it effectively.

“I was saying we can’t afford it, but of course now na may flood control scandal, we can see nariyan ang pera, ang problema napupunta sa corruption,” he added.

Cayetano emphasized that the lack of proper funding has forced many schools, especially in highly urbanized areas, to adopt shifting schedules — a setup that limits students’ learning opportunities.

“Sa highly urbanized cities, more than 2,000 schools na ang two shifts. K-12 ka nga, half day ka naman,” he pointed out.

He further warned that even the most well-intentioned reforms in education will fail if leaders lose sight of their purpose and fail to provide adequate support.

“Ang ganda ng objective, pero hindi makafocus. Walang masamang proposal sa education, pero kung hindi fully funded, hindi maaabot ang target,” Cayetano said.

The senator urged government agencies to realign their efforts toward measurable results, ensure proper allocation of resources, and maintain the integrity of education reforms.

He also stressed that the fight against corruption should start from personal values rather than mere policy changes.

“Lahat naman ng pwedeng idagdag sa anti-corruption [drive,] gagawin. Ang problema ay y’ung values. Kailangan maging core value natin ang integrity at honesty,” he said.
