Muling pinuna ni Senate Minority Leader Alan Peter Cayetano ang hanggang ngayo’y kawalan ng malinaw at opisyal na database ng “ghost” flood-control projects.

Giit niya, hanggang walang inilalabas na listahan ang Department of Public Works and Highways (DPWH), kayang-kayang magpalaganap ng kahit sino ng maling naratibo, na lalong magdudulot ng kalituhan sa publiko.

“My proposal is that we define the terms and you have a counter, whether on your website or kay Presidente. [For example], ‘We’re looking at 8,000 projects. We’ve looked at 407 [that] are ghost.’ Para whether media or naninira sa gobyerno or nanglilito, [walang pagtatalunan],” punto ni Cayetano sa interpellation niya sa panukalang budget ng DPWH umaga nitong November 26, 2025.

Sa mga nauna niyang panayam, matatandaang ilang beses na ring nanawagan ang senador na ilabas ang opisyal na bilang ng “ghost” projects at ituon ang imbestigasyon doon para matunton ang “masterminds”.

Sa plenary session, idiniin ni Cayetano na posible ring mawalan ng tiwala ang publiko sa imbestigasyon kung lalabas na mas kaunti pala ang “ghost” projects kaysa sa lumulutang na bilang nito sa social media.

“Mark my words. If we keep using 400 then we find out it’s 100, the public will suspect pinagtakpan natin y’ung 300,” aniya. “The longer period na wala kayong database, mas magsususpetsa ang mga tao.”

Malaya rin aniya tuloy ang mga pulitiko na “mag-imbento” ng ghost projects at akusahan ang sinumang kalaban sa pulitika dahil wala namang opisyal na datos.

“Mas klaro y’ung facts, better y’ung debate,” he stressed. “Let’s be precise, not only for the cases kasi mato-throw out y’ung case. We owe it to the people to be truthful.”

Pwedeng gamiting ‘lead’
Sa kabilang banda, iginiit din ng Minority Leader na huwag balewalain ang mga lumalabas na pahayag tungkol sa flood control scam, kahit na hindi “under oath” ang personalidad na nagpahayag nito.

Bagama’t sang-ayon siya na walang probative value sa korte ang mga ganoong pahayag, ipinunto niyang maaari itong gamiting “lead,” lalo kung konektado ito sa case theory ng mga imbestigador.

“Everyone is saying ‘pag hindi ka under oath, walang value y’un… But lahat ng magsalita, may value. Bakit? It’s a lead,” paliwanag ni Cayetano.

“I’m not saying it’s true. And most people who will talk will have half-truths… Pero y’ung iba sa internet, sa vlog, sa news, hindi [totoong] walang value – lead y’un eh. Major player y’un eh,” dagdag niya.

Sa pagtatapos ng kanyang interpellation, pinaalalahanan ni Cayetano ang DPWH na huwag hayaang maantala ang pagpapatayo ng mga kinakailangang imprastraktura habang nililinis ang ahensya.

“Two years from now, pag-uusapan nating dalawa: Sinong nakulong at tama ba y’ung nakulong? But two, may nagawa ba ang DPWH? [Kasi] kung may nakulong pero y’ung mga project na dapat nating ginawa ay hindi natin ginawa, [talo pa rin ang taumbayan],” sabi ng senador kay DPWH Secretary Vince Dizon.
