Sa kabila ng pagiging liblib at kasuluksulukan ng Balagbag Araw sa Calamba, walang imposible sa pamahalaang may pagmamalasakit at pagmamahal, lalo na sa ilalim ng pamumuno ni Mayor Ross Rizal. Sa kabila ng hamon ng pag-abot sa lugar, patuloy na pinapakita ni Mayor Rizal ang kanyang dedikasyon sa paglilingkod sa mga nasa laylayan ng lipunan.
Kamakailan lamang, namahagi si Mayor Rizal ng mga gamit eskwela sa mga estudyante ng Balagbag Araw, isang komunidad na katabi ng Brgy. Dapdap sa Tagaytay at malapit sa People’s Park. Ang kanyang aksyon ay patunay ng kanyang pangako na tiyakin ang kinabukasan ng kabataan sa pamamagitan ng edukasyon.
Bukod pa rito, namigay rin ng ayuda si Mayor Rizal sa bawat pamilya sa lugar. Nagbigay din siya ng karagdagang pang pondo para sa pagpapaayos ng kanilang mga kalsadang akyat-baba, baku-bako, at maputik. Hindi naging hadlang ang layo at hirap ng biyahe para sa kanya upang magbigay suporta at laging bisitahin ang komunidad ng Balagbag Araw.
Ang patuloy na pagbisita at tulong na ibinibigay ni Mayor Rizal ay nagbibigay pag-asa at inspirasyon sa mga residente ng Balagbag Araw, na kahit sa pinakamalayong sulok ng Calamba, ang pamahalaan ay handang dumamay at magbigay serbisyo.
