Highway Patrol Group CALABARZON Arrests Chinese National for Carnapped Vehicle Possession

The Regional Highway Patrol Unit 4A (RHPU4A), under the leadership of Regional Chief PCOL Rommel C. Estolano, successfully conducted manhunt operations on October 15, 2024, leading to the arrest of a Chinese national named Zhang Tingbao. Zhang, a resident of 2262 Delas Alas St., Brgy. 64, Pasay City, was apprehended in connection with the possession of a carnapped motor vehicle. The operation was a joint effort by PHPT Batangas personnel and local officials from Pasay City.

The arrest was carried out by PHPT Batangas personnel led by PLT Arvin S. Ramos, together with PCpl Noriel Antenor and PCpl Gian Carlo Petate, under the direct supervision of PCPT Eduardo Joy D. Guadamor. The team was supported by Brgy. Kagawad Naida Lazatin of Brgy. 57, Pasay City. The arrest warrant was issued by Hon. Maria Concepcion Serrano Altea, Presiding Judge of RTC Branch 12, Lipa City, on September 30, 2024, with a recommended bail set at Php 120,000.

During the operation, the authorities made use of alternative recording devices, including cellular phones, to document the arrest. They also ensured that Zhang Tingbao was informed of his constitutional rights under the Miranda Doctrine, as well as his rights according to RA 9745, also known as the Anti-Torture Act of 2009. The arrest was conducted without incident, showcasing the officers’ adherence to legal protocols.

The accused is currently being held at the Batangas PPO Custodial Facility, where he awaits further legal proceedings. Preparations are underway for the necessary documentation to be submitted to the court of origin, ensuring compliance with judicial requirements for returning the warrant.

This arrest is part of the Highway Patrol Group’s intensified campaign against carnapping and other criminal activities targeting motorists. The HPG’s ongoing anti-crime measures aim to curtail the occurrence of vehicle-related crimes, which have been a persistent issue in the region.

PBGEN William M. Segun, in line with the Chief of the Philippine National Police’s aggressive stance against carnapping and highway-related crimes, has been pushing for increased enforcement and surveillance on highways across the CALABARZON area. The efforts of RHPU4A reflect the group’s commitment to maintaining safety and security along major roads.

The successful operation reinforces the message that authorities remain vigilant against those involved in illegal activities, especially in cases involving stolen vehicles. It serves as a deterrent to potential offenders and underscores the commitment of law enforcement to uphold the rule of law.
