Economic momentum is expected to accelerate in Parañaque following the full connectivity of the 7.7-kilometer CAVITEX C5 Link Expressway, a major infrastructure project now providing a high-speed route to key business districts in Taguig City and the province of Cavite.


Mayor Edwin Olivarez expressed strong optimism over the development, describing it as a long-awaited breakthrough for the city’s economic competitiveness.
“Pangarap lang ito dati, ngayon totoo na,” Olivarez said, underscoring the significance of the newly opened Segment 3B. “The opening of the CAVITEX C5 Link Segment 3B will make travel from Parañaque to Cavite and Taguig, and back, in just a matter of minutes. More importantly, its impact on businesses, investors, and opportunities for our city will be immeasurable.”


Segment 3B completes the expressway’s alignment, directly linking the Manila-Cavite Expressway to C5 Road in Taguig. The new route cuts travel time drastically—from around one and a half hours to just 15 minutes—offering a significant boost to mobility across southern Metro Manila and nearby provinces.


The improved connectivity is seen as a vital economic enabler, especially amid rising fuel costs that continue to affect logistics and daily commuting. The expressway also provides direct access to Ninoy Aquino International Airport and major thoroughfares via key interchanges, benefiting more than 30,000 motorists daily.


Local officials emphasized the project’s immediate impact on traffic management. Reynaldo Murillo, head of the Parañaque Traffic and Parking Management Office, noted that the seamless connection between Cavite and Metro Manila is expected to ease congestion and improve access to vital areas.


“Dahil kumpleto na ang koneksyon mula Cavite papuntang Metro Manila, inaasahang mababawasan ang traffic at mapapadali ang access sa mga pangunahing lugar tulad ng Taguig at airport. Ginhawa sa biyahe at mas maayos na daloy ng trapiko ang pangunahing benepisyo nito,” Murillo said.


Barangay Moonwalk Chairwoman Jemelene Qui echoed the mayor’s optimism, highlighting the benefits for residents. “This development is expected to make daily commutes more convenient and contribute to a more productive environment for everyone,” she said.


While the alignment is now fully connected, authorities noted that a portion of Segment 3B is currently operating under a modified scheme, with two lanes in each direction. Full six-lane capacity, along with a 2×2 service road, is expected once remaining right-of-way concerns are resolved.


Despite this, the local government remains confident that the expressway will immediately attract investments, stimulate business activity, and create more job opportunities for Parañaqueños.


The CAVITEX C5 Link project is a joint venture involving Metro Pacific Tollways Corporation through its subsidiary Cavitex Infrastructure Corporation, in partnership with the Philippine Reclamation Authority, and operated by PEA Tollway Corporation.
