Alan Peter Cayetano has called on fellow lawmakers and the public to look beyond the partial findings of the Senate investigation into flood control projects, stressing the need to uncover the “whole and bigger picture” of the issue.


Speaking during an ocular inspection of infrastructure projects in Taguig on April 28, conducted in coordination with the Department of Public Works and Highways (DPWH) and the local government, Cayetano warned that focusing too much on the draft report of the Senate Blue Ribbon Committee could limit the scope of the investigation.


“Sa tingin ko, we’re making a mountain out of a molehill doon sa partial [report]. May opportunity tayo na ayusin ang ugat, hindi lang one-time, big-time,” Cayetano said in a media interview.


The partial report, initially circulated by Panfilo Lacson in February, has yet to secure enough signatures to be formally presented at the Senate plenary. According to Cayetano, disagreements among senators over certain provisions of the report have stalled its progress.
“Ito lang ang tanong ko: why so much fuss about the partial [report] when we have the opportunity to have the whole and bigger picture?” he added.


Cayetano revealed that while several senators have already reviewed the document, consensus remains elusive.


“In fact, marami sa amin ang nakabasa na and we don’t agree with the report. Hindi sa ayaw naming pumirma, we [just] have a lot of disagreements there… That’s the beauty of having 24 senators – everyone can question,” he explained.


The Senate Minority Leader emphasized that the investigation is still ongoing, with more testimonies and evidence expected to surface in the coming stages.


“Ako personally, hindi pa tapos. Iniimbestigahan mo pa lang, marami pang yugto, marami pang nabubuksan,” he said.
He also cautioned against prematurely framing the issue, noting that earlier claims about alleged “ghost projects” may have overstated the situation.


“Ang unang naging problema is we didn’t start with the truth. ‘Di ba, from the start, sinasabi natin na hindi lahat ‘yan ghost [projects, pero] pinalabas na lahat ghost para mas maraming magalit. Ngayon, ina-admit nila na hindi naman pala lahat ghost,” Cayetano pointed out.
Highlighting the complexity of the issue, Cayetano stressed that inconsistencies in statements and evolving narratives indicate the need for a deeper and more comprehensive probe.
“Systemic y’ung corruption. Hindi ito isolated,” he said.


Cayetano concluded that only a thorough and balanced investigation would lead to meaningful reforms, underscoring the importance of addressing the root causes of corruption in flood control projects rather than drawing conclusions from incomplete findings.
