Dalawampu’t limang grupo ng mga magsasaka sa CALABARZON ang ginabayan ng Department of Agriculture IV-CALABARZON (DA-4A) sa pagbalangkas ng kani-kanilang Cluster Development Plan (CDP) sa pangunguna ng Farm and Fisheries Clustering and Consolidation (F2C2) Program.
Layunin ng F2C2 program na matipon ang mga magsasaka sa isang cluster na may magkakatulad na produkto at proseso sa produksyon upang pag-isahin ang kanilang mga hangarin at gawain para sa mas epektibong pagsasaka.
Ang pangunahing kinakailangang tapusin ng isang cluster ay ang pagbuo ng CDP. Naglalaman ito ng limang taong plano para sa pag-unlad ng cluster kung saan nakapaloob dito ang mga interbensyon, pagsasanay, at iba pang suporta na nakatakdang ipagkaloob sa kanila.
Kaugnay nito, noong ika-13 ng Nobyembre ay nagsimula na ang DA-4A F2C2 Program sa pagsasagawa ng deliberasyon ng mga CDP upang suriin ang mga detalye nito sa tulong ng pagbibigay ng ebalwasyon, komento, at suhestiyon ng Regional Program Management Office (RPMO) ng Kagawaran.
Ayon kay F2C2 Focal Person Jhoanna Santiago, kasalukuyan nang nangangalahati sa proseso tungo sa pag-apruba ng CDP ang mga cluster sa rehiyon. Kaya naman kinakailangan ng Kagawaran ang patuloy na aktibong pakikipag-ugnayan ng mga cluster, RPMOs, at lokal na pamahalaan.
Unang dumako sa deliberasyon ang mga magsasaka sa industriya ng paghahayupan na binuo ng Amoranto Social and Economic Community Organization (AMORSECO), Galalan Agrarian Reform Beneficiaries MPC, Kamahari Agri-Based Multipurpose Cooperative, Magahis Multi-purpose Cooperative, Daine 1 and 2 Farmers Association, Inc., Buklod Unlad Multipurpose Cooperative, Sabang (Ibaan) MPC, Tulo-Tulo Hog Raisers Association, Dolores Development Cooperative, at Barangay Antonino Swine Farmers Association.
Sumunod naman dito ang mga magsasaka ng high value crops, ang Guinayangan Banana Farmers Association, Infanta High Value Crops Farmers Association, Bakbak Coffee Farmers Association, Mango Growers Association of Dasma, Cacao Farmers Association of Nagcarlan, Sitio Bana Farmers Association, Mataas na Kahoy Cacao Growers Association, Agap Farmers Association of Pangil, Laguna, Sto. Niño AgroForestry Farmers Association, Kaylaway-Agap Farmers Association Inc., Calatagan Municipal Federations of Farmers Association, Agap Farmers Association of Magalolon, Calangay Habal-Habal Association, Tres Cruses ARB Farmers Association Inc., at Batangas City Vegetables Growers Association.
